You know what we are talking about. At least I hope you do. He can, and should, report you to the FAA for flying a non-airworthy aircraft when you take off.

Well, I didn’t mean hold as in putting a lock on it or something like that but I needed his sign off for the annual so it was essentially the same thing

Where did you get that from? Please give a specific reference.
Except for perhaps, an outstanding and unpaid bill, a mechanic has no authority to do that. He can inspect and report findings. He can do work directed and authorized by the owner. But he has no authority to “release” anything.

You need to revise your W&B. The PAI-700 Vertical Card Compass is .6 lbs, not 5 lbs, as stated in the above W&B equipment list Revision.
