The whole Pacific NW is, in general, hurting, but California seems to be Mother Nature's bullseye!
By next fall, Shasta, the state's largest reservoir, will likely hit its lowest level ever since being built.
The US Bureau of Reclamation said it is unlikely any water will be delivered to agriculture this year; go figure the economic consequences of that!

Actually, it looks like there will be two 'norms'. The first is the increase in the coincidence of 'dry' years with 'warm' years, since both the 'warm/cold' and 'wet/dry' weather patterns have significantly changed. The second norm will be the lifestyle changes that Californians will adopt, where there is apparently a lot of room for conservation. And looking ahead several decades, there's now reason to believe 'megadroughts' will become more of a norm, as well.
Here's a good overview on the recent NASA/University study related to these changes, along with a link to another excellent discussion on the likely megadroughts to come. It's looking like Californians will need to start studying up on how folks in the Middle East manage their lives and their agriculture in the absence of abundant water supplies.
