First off it can be done in less flight time. A minimum of10 hours for glider private pilot and 20 for sport pilot airplane initial. Advisory Circulars are not regulatory. The FAA person's problem is he was siting from CFR 43.3 which says who can perform maintenance, but he forgot to look at CFR 43.1 which shows applicability of part 43. If you have access to a motor glider I would do private pilot glider. 10 hours in a glider, (motor glider is okay) 20 flights, and 2 hours solo. Knowledge test and practical test. He is partly correct. The LSRI doesn't any maintenance privileges, only inspection privileges. That may have been where he was coming from. Because takeoff and climb performance are more important than speed for a LSA. Also in my opinion three blade propellers tend to run smoother that two blade propellers.

I have had a couple that were not economically repairable. When they are like that there is wear and damage on the gears. From a pilot standpoint you probably wouldn't be able to tell anything, but from a mechanic standpoint you can visibly see the damage once the gearbox is apart. Heavy propellers ...
