The report also states that the two aircraft that collided were #2 & 3 of a planned 3-plane (loose) formation flight, with the Savannah being #3. It doesn't go into whether the ever received training in formation flying.

Ugggh. Not enough clarity in the question and answers that are too open to interpretation. Too many are like that. I don't like "A" because as stated, Ground must now issue an explicit clearance to cross a runway (even a closed one). And... they can not clear you to cross multiple runways ...
