There was a Cessna flight center at KFDK for about forever, and this looks like the same building. Can anyone verify that the CFC is gone now?

I haven't enrolled but know that the local FBO (Mid Island Air Service at KISP) is part of the program. They are offering discounts for prepaid blocks of time. However I haven't checked to see if the same local rates apply to Open Airplane.

The concept a single checkout for multiple FBO's is not original. Back in the 1970's there was a group called "Lafayette Escadrille", same concept. Each participating FBO had to have a standard configuration C172. They didn't make it.

I wonder how they will survive? Will the rates be slightly higher or will it cut into the FBO profit margin? Unless you are going to fly at many FBO's I suspect you may be better getting a local deal. Remember the single checkout deal is only valid for same make and model.
