If the final rule doesn't change much from this draft, it looks like Sport Pilots will be good-to-go in C172s and PA-28s (among many others).

I may have jumped the gun making this statement, as many online spec sheets don't specify whether the stall speed listed is clean vs dirty. With a little luck, in the final rule perhaps the VS1 spec will be bumped up a few knots to include all C172s and PA-28s. This would make the Sport Pilot ticket really attractive to a LOT more prospective pilots.
In any case, this proposed regulation shows a lot of promise. I would recommend that we all participate in the "comment period"!!!

We can fly 4 seaters but only take 1 passenger?
Why?
Just to punish us for not being “real pilots”?
After 700 hours, I can’t handle the responsibility of passengers?

Simple: increased risk to others.We can fly 4 seaters but only take 1 passenger? Why?
Getting your PPL equals more training which in theory equals less risk to others.
Personally I wish it was 2 pax. But, risk.

Super excited about the proposed changes. Let's all take part vigorously in the comment period and let our voices be heard. I think Recreation and Sport pilots should both be allowed 3 passengers. Setting it at one passenger makes little sense to me.
Regarding night flight, my read of MOSAIC appears to indicate only Sport Pilots with a medical or Basic Med will be allowed to fly at night. Anyone else have a take on this?

Absolutely. I'd REALLY like to see VS1 bumped up to 60 kts, so that's what my comment submission will be focused upon.
I interpreted the same way you did, as § 61.23(c)(3) is the regulatory reference to BasicMed.

I have/had no comment on quantity or quality of hours as it pertains to carrying passengers. My statement was that, probably in the FAAs eyes, getting your PPL requires more training than the SPL which in theory equals less risk to others.

I have looked at upgrading from sport to private. As I see it you wouldn't need much additional training, especially for those of us with hundreds of hours. Unless I'm mistaken we would need more instrument time and night training. So if they are going to require a medical for night flight might as well just upgrade to private. True. My curriculum for the Sport to PPT upgrade is here:

Many Sport Pilots may have already satisfied two of the modules (the airspace endorsements and long XC), leaving minimal additional training, plus the 3 required hours of dual for checkride prep. The only real stumbling block for SPs is the requirement for an FAA medical. For some, the risk of losing existing privileges is just too great.

As of today, MOSAIC has been formally published, and the comment period is now open.
As I mentioned in another thread, earlier today I submitted a formal comment, pushing for VS1 to be increased to 60 knots. This would help make more PA-28s eligible for Sport Pilots, since they're the Piper equivalent of the C172 (which generally already meets the VS1 limitation).

Please note there are comments opposing the entire new MOSAIC regulation. The new regulations are not final, so if you support them (even if not perfect), please go comment that you support the proposed regulations!!

I believe that after the comment period ends, FAA will accept reply comments. That will be our chance to respond to any comments opposing the whole MOSAIC NPRM.
