There are two bills, one in the House which covers transportation broadly and the other in the Senate which only covers highway transportation alone. Both cover a 6-year span altho' neither identifies funds for more than 3 three years, and the funding sources for the Senate bill seem to be questionable. The good news, if I'm interpreting this WP article correctly, is that when the bills are considered in Conference, Senator Imhofe will be one of the Conference Committee members representing the Senate's bill. That just might do it...

Contrary to our discussions about a possible omnibus approach by incorporating PBOR 2 into the Transportation Bills, it appears the bill's Senate Committee is planning to move PBOR 2, S. 571, both through and then out of committee on its own merits. Mark-up begins Nov 18th. S. 571 apparently now has 69 co-sponsors

I did notice AOPA also announced a new all-time high in the number of House Representatives who now belong to the House GA Caucus.

The mark-up of S.571 is underway at this time. PBOR2 wording, as previously modified, remained whole according to AVweb. Alternate language that changed the medical certificate requirements negatively (from the pilot's perspective) were defeated. The Transportation Committee failed to maintain a quorum so they will be scheduling one or more further meetings to finalize the bill's language before passing it on for the Senate floor vote.

The bill reads: "Not later than 180 days after the date of enactment of this Act, the Administrator of the Federal Aviation Administration shall issue or revise regulations ... "
I hope all goes well the and FAA does not "revise regulations" in an unfriendly manner.

True, but FAA has been known to implement laws in ways not consistent with the intent of their proponents. Then a legal battle ensues, usually triggered by an enforcement action against someone who acted on what he or she thought the FAR should be, rather than what it is.

So if PBOR_2 happens to get enacted as passed by the Senate, what about Commercial Pilots who are required to hold a valid medical ... & of course, you can't get a CFI without a Commercial ticket.
A guy with no Medical could be flying a twin at 17,500', at 245 MPH, with 5 passengers in IFR conditions without a medical, but the same guy couldn't teach a private student in a 152 or act as a "Safety Pilot" in any airplane?

My, my, this board has been quiet!
Though I'd interject a little trivia as to how long legislation deemed "unfavorable" by government agencies takes to pass:
27th Ammendment: Delays laws affecting Congressional salary from taking effect until after the next election of representatives.
Time taken to ratify this Ammendment: 202 years, 7 months, and 12 days! TRUTH!!
