We equip based on all current information, before the deadline, at great expense and now they have decided to move the goalposts.
How many of us would have chosen a different option if we had known?
The tso solutions are only a few hundred more dollars.
If you are spending $2000, $2500 is not that much more for a system that is accepted.
Who would spend $500 more for no reason?
Bait and switch.
I can see that, I'd be pretty steamed if I'd paid for a non-TSO unit.

They are the FAA , which means the will of the people ... blah , blah , blah ...they are basically immune to any market driven consequences non-government entities have to contend with when making stupid decisions ... and it would take an act of God ( in this case God’s personal proxy - the Congress) to make them change their ways - and these sorts of acts don’t happen very often so , yeah , we just gonna have to take it ...

I have contended for a long time, the FAA needs to be restructured.
I believe it has a conflict of interest. A good example of that is the B-737max debacle. What a mess.

I guess I'm an optimist. I expect EAA is already involved to get clarification like they did for the original ADS-B certification language. Remember the FAA added something like "...or designed to meet the specification of TSO.....".

In 55 years of flying, I've never had an issue with the FAA or anything they have done. I don't expect implementation of ADS-B will be any different.
Retired from flying.
