Sport Pilot ICAO limitation carryover

Was completing my 8710 for my private pilot glider checkride coming up and after all was said and done I went to the certificate summary page where it showed me what my temporary certificate would look like, this is what was displayed:

Temporary

Certificate Type: PRIVATE PILOT
Certificate Number: #######


Ratings:
GLIDER

Limitations:
ENGLISH PROFICIENT
HOLDER DOES NOT MEET ICAO REQUIREMENTS.
SPORT ENDORSEMENT(S). AIRPLANE SINGLE ENGINE LAND

I understand my sport pilot certificate carries the icao restriction, but i figured it would be removed since the private pilot is ICAO recognized, is this an error?

My guess is HOLDER DOES NOT MEET ICAO REQUIREMENTS. refers only to your sport privileges.

Makes sense, but I've seen people with a private pilot certificate or higher who have a sport pilot rating in say gyroplanes, but don't have the limitation.
